OCTS evaluates project proposals according to a comprehensive and detailed process. Projects are evaluated by the Selection Committee (made up of area and language experts), the Board of Directors, and the Advisory Board and are chosen according to the following criteria: relevance and importance of the text, achievability of the project, competence of the translator, marketability of the final publication, and available funds.

The evaluation process is detailed below. Relevant forms are available here (click on links to download) for both Selection Committee members and for public viewing so that translators and donors can understand the selection process.

1. After a project proposal is submitted, it is reviewed by the Selection Committee. Each member of the committee completes Form S1 for each project proposal.

2. The Selection Committee then meets together to review their findings. The Chair of the Selection Committee makes final recommendations by completing Form S2 for each recommended project.

3. Form S2 is forwarded to the Board of Directors which meets together to discuss the recommendations of the Selection Committee and then completes Form B1 for each recommended project.

4. Information about each of the recommended projects is forwarded to the Advisory Board for review. The forms sent to the Advisory Board are detailed in Form A1.

5. Each Advisory Board member reviews the recommended projects and indicates whether or not the organization should move forward on the project by completed Form A2 for each project.

6. The Board of Directors then meets again to determine feasibility of funding for each selected and approved project.
